-serve a similar function as Dragon Shores, a peaceful, relaxing area seperate from the rest of the game's areas which you unlock access to by 100% completing the rest of the game, or maybe a starting area in Mecko 2 where he washes up after sinking at-

This looks and feels like it could be an area in the next Mecko installment. It has a New England coastline feel to it from my personal experiences, maybe it's a more pleasant area of the coast further off from Innsmouth? It strikes me as if this area-
