16-bit variable (slow but cheap)

A relatively cheap 16-bit binary variable. Power the variable modifiers to set bits, and read bits using the lower splitters.
Most binary variables on the dreamiverse use 3+ gadgets per bit; this one uses 2.25, but takes time to stabalize.
