Numerical place value extractor v1

This chip will output the 0-9 value of each numerical place (1s, 10s, 100s, etc.) of it's input; up to the 10,000s. Example: an input 3456.7 will trigger 5 outputs valued 3, 4, 5, 6, and 7 respectively. Useful with gadgets with a "number of ports" input.
