Decodes an audio timeline into 3 bytes every three game ticks (0.1s). The value of a byte is: 2 msb for volume (25-50=1, 75-100=3, etc.), 6 lsb for note value (C0=0, C4=48, etc.). This allows three bytes to be decoded at 10 Hz. Includes example use case.
