Personally I find it so fiddly to know what rows there are, where they are, if I've scrolled past, if I just imagined they existed but they don't, if they did exist but they've been removed, if they're in surfing or shaping. So I don't tend to use surfing or shaping for pretty much anything, and don't use the rows for pretty much anything.

Instead, I prefer to use the search. That has its own problems. Hard to know if I can just use the search for the same thing as a row, how to use it for the same thing as a row, if I can use a particular filter, where I can use that filter, where I can't use that filter, how to use the right search in the right place to use a filter I wanted to use, where a tab exists and where it doesn't exist, how to filter for the same thing that tab would've given me but in a different place, if that's even possible, when you're allowed to use a particular filter/sort, which others of the many search settings let me use the filter/sort I want to use, and which don't ...ugh!

It's so frustrating, not being able to just learn the search and its capabilities and then just use that. There are so many rules and edge cases that are hard to keep in your head instead of just letting us use any of the filters, sorts, and tabs all the time, whenever we want to.

So that's my suggestion: 1 search that has all the features available at all times, no matter where you get to the search from.

It would be a lot easier to use the search, and a lot easier for newcomers to learn the features of the search without being frustrated that the filter they wanted seems to disappear and reappear as it pleases. Consistency really helps the experience for the user.
