With all the strokes having the exact same floppiness, if we use it for hair then when they run it looks like just a single mass of hair moving up and down perfectly. If each stroke had a slightly different floppiness (like each strand of hair sits differently), it will all respond more naturally. And if we use gravity too, they will all sit differently even when standing still--giving a more natural look.
