Currently, the code that implements the animation behaviour is skipped if Text Animation Speed is set to infinite (0). Which means if we wire in a percentage with the speed at infinite, that wire won't have any affect.

So a creator could wire in a percentage, and it doesn't do anything. In fact that's the *default* behaviour, as the default animation speed is infinite. So then they think the wire-in feature is buggy and don't use it and wrack their brains on how else they could get the same effect. They have to have this niche piece of info to set this other setting just to get it to work.

As wiring into the setting is a clear indication that we want that to do something, my suggestion is to have that always activate the animation code.

That would make it easier for people to start using that wire-in feature, instead of having to know that niche tidbit of info to get it to work. And it seems reasonable to me that it would simply work regardless of the animation speed--as when wired into, the animation speed doesn't actually have any affect on the speed of the animation anyway.
