Creating an element that's meant to be movable presents a dilemma.
Should I make it movable? No, because it'll fall into the abyss when viewed in view mode.
Should I make it immovable? No, because a creator stamping it into their scene might forget to make it movable.
What's needed here is a way to make an element immovable in view mode but initially movable when stamped in a scene, and here's an idea for how it could work:
Opening a tweak menu with L1 + square while hovering over the element's grab point gizmo could open the tweak menu of the group that gets implicity wrapped around the element if there are multiple top level objects, and that group's movable tweak could be used to set the initial movability when the element is stamped in a scene. And even if that movable tweak is set to "movable", that could still leave the element with the desired view mode movability of "immovable", because there's no need to even create that implicit top level group in view mode - multiple top level objects can be left as is, and if they're immovable, they won't fall into the abyss in view mode.
