Now i've been able to make a turret that's rotating only on X/Z axis by using the 'stay upright' option on the Look-At-Rotator.

However, i couldn't figure out how to fix that construction to another moveable object (tank chassis, space ship, etc.). Bolt connectors would be streched as soon as the tank chassis / space ship began to move and grouping up both objects didn't change anything either. When i deleted any logic on the turret that alters it's rotation or movement in any way, the turret would move aswell and stay relative to the tank chassis / space ship. Seems like altering movement or rotation of any child objects makes them unsync their movement with the parent object. Is there a workaround or is this simply a thing Dreams isn't capable of?
