To answer your questions, creations in "Excellence in VR" do not need to be VR exclusive content. As long as it includes a VR experience and meets the category's description, submit it!
For Breakthrough Dreamer, you could check out people's profiles in-game to determine whether they've joined Dreams in 2021. Otherwise, asking or checking out their social media could be another great way.
