You can emit gadgets alone, but you have to use the "group decay trick":

Group the gadget that you want to emit with something else.
Make the Emitter emit that group.
Scope into the group - you'll need to disable "Preview Invisibility" to do this.
Delete the object that you didn't want to emit - at this point, the group decays to the single logic gadget that you wanted to emit, and the Emitter will emit that.
