That would be pretty cool! But as you say, it's most likely not feasible.
The way grades etc. are applied (in general, not just Dreams) is they are applied to the entire screen. This makes it cheaper to process, easier to develop, etc. And it appears that's how it already works. To apply different grade settings (think of the effects, bloom, grades, all of it) it to separate parts of the screen... would mean you'd need to render that part separately, apply the grade, render another part separately, apply the grade to only that, etc. etc.
One part we can do (that's definitely not as powerful as you want but still useful) is to limit actual grading to apply to a specific colour, or apply to all colours apart from a specific colour. https://youtu.be/UQ1zYgWPD0Q
