You can record in-game by going to sound mode > tools > record microphone. If you want others can do this, create an element, upload it privately, and add them as a collaborator. Now they can edit it, record the voice, and upload privately again. And you'll be able to use that in your scene or whatever.
Or go to indreams.me > click on your profile > click "audio importer" in the dropdown. This lets you import a wav audio file.
