A tool would be useful, for sure.

I tend to use a couple of tricks to make paint circles. https://youtu.be/J8auW7S-Xfc

Or multi-cloning a single fleck, like people do with sculpt shapes, around in a curve. Or sometimes the kaleidoscope gets me close enough. Have you tried those for whatever you're working on?
