I guess you mainly just need to rotate it, and the puppet can keep moving in the same direction?

If you use a mover with full strength/damping and power it for a set amount of time (eg. 180/s, power it for 1s) using a timer or a timeline, it should get pretty close to perfectly 180 each time.
