The clock versus beat on a timeline is just a display and grid snapping thing as far as I can tell. A timeline always has beats per measure and the beat quanta in its settings. Should work the same regardless of the display/snap setting. Several creators who focus on music often leave their timeline in ‘clock’ mode for various reasons.
