The idea of community jams is that you're given a simple idea of something to build, to inspire you to have fun making something new.

In an ideal world, everyone entering the jam would be starting from scratch with each new prompt. That's why the themes are so specific and often unusual. It is a shame that some people just submit irrelevant stuff, or remix existing assets, doing the bare minimum to satisfy the needs of the imp quests rather than getting into the spirit of the thing.

When you say: "unless you happen to have something already ready suitable you're generally outta luck", that suggests your understanding of the jams is something different. Perhaps someone could set up a parallel event in which people show off their best "enemy character" or "skybox" or equivalent prompt?
