Yeah, the general rule of thumb is, you can have high performance or high flexibility. But not both at the same time. Flecks have to be spat out on the screen suuuuuuper fast to keep up with things. So the number of fleck types is tightly controlled so the perf can be very high.
Most likely the number of fleck types is the thing that would most hit performance (on PS4 at least). There could conceivably be a way of letting the creator choose which flecks they want and swap some out or something?
