Your 3D sculpt edits are moveable, but they apply in the order that they were applied. So a cut will only affect edits placed before it, for example.

The idiosyncracy of sculpt is mostly due to technical limitation. No other 3D package allows you to scale objects infinitely without any significant degradation, and at such low cost to the engine and memory.

It does take some getting used to, it certainly took me a while. I would recommend that like any new art medium you learn the rules that it works by, and then try to work within, and find inspiration in, those limitations.
