Make sure your Dream is actually classified as a "Dream". If it is a Game Scene, Story Scene, or other thing that is the shape of a circle or Hexagon in your "My Creations" menu, then it will not appear in Dream Surfing.
Dreams are two or more scenes linked together. To create a Dream, you first need to have at least two scenes. Then when you go to create something new ("Start Fresh") the menu that asks you what you want to build will appear. It lists things like Game Scene, Audio, Sculpture, Effect, etc. Scroll all the way to the right and the very last one will be "Dream".
For me this Dream option did not show up until I had two published scenes.
You will know for sure it is a Dream and not something else because the icon for it will be a rectangle.
