I’m not sure what you mean by bulge/deflate, but I’ll quickly look it up.
If you want sharper textures you can upres your sculpt by pressing L1 + R2 while using the sculpture detail tool, but this is quiet an expensive option.
The most common/optimal solution is to sublime to fuzzy texture painting with painted strokes that are painted onto the surface of the object. A good example is the bounce pad in the Dreamiverse contraptions.
