Do your moves work with other software? Have you tried troubleshooting with those?
As a quick checklist, find the PSVR tips people give out to ensure optimum performance, things such as:
Camera position (personal experience tells me higher than TV pointing down works for my setup)
Lights, lamps, mirrors, pictures in the room can all affect move tracking by the camera. Drift can be an issue here.
Distance to camera - 5 feet is optimum, any more can lead to difficulty tracking depth and introduce wobble/jitter.
Obvious but worth a mention - hold SELECT on the right side of the move when you are in your most comfortable/neutral/central position to re-centre the imp/pointer.
Shake your moves vigorously and re-centre if tracking issues kick in, this can help loads.
Lighting level in room - avoid natural light from outdoors especially if conditions are changeable and will result int he room ambiance changing constantly. Keep it consistent and keep any lights out of the direct view of the camera.
As a sanity check, attempt to sign in to your ps4 using the problematic move controller to discount the idea that it might be non-functioning if you can have it control your one visible imp the same as the other.
