If you tweak a puppet (I'm using a deluxe puppet) and go to the behavior page you can see it has follow controls, You can turn these off :)
Then if you scope inside the puppet and open its logic and stamp a follower gadget in there set to flee.
set to flee from a tag called "X" and set the strength up higher.
Finally stick a tag with the same name "X" on the thing you want it to flee from.
