I think the text displayer is the only way to get "real" UI on the screen, and it has a bunch of icons you can use like the dualshock buttons so you can do a lot with it. If you want custom objects to track the camera its a bit harder.

You will need to attach your UI elements to an invisible flat plane, then have the flat plane follow your puppet around. Then place a tag on the puppet's camera & use a look at rotator on your flat UI plane to constantly face the tag which is on the camera.
You'll have to deal with it clipping through the scenery and other characters, but you can somewhat avoid this with some clever design.
