You could surface-snap to a cylinder to get a perfectly round circle. Then perhaps use the comb tool (style mode > tools > comb) to make all the flecks face the right way.
Or you could draw things using spraypaint as Pookachoo suggested. This may look okay with your painting parts, or may not. You may have to experiment.
