You cannot merge clips, but you can drag slices into different sound gadgets, if that would help. Then turn on "row mapping" mode and add notes for the different slices to play the right one at the right time.

If you'd like to go the "effects" route though, which I'd probably recommend, you can have nested timelines. Add a new timeline to the main timeline. Open it up, and place your dialogue in there. Add the effect you want into that nested timeline, and it will only affect things within that timeline.
