So first off, the puppet camera is centered on the head, so if you're making the head group larger by making the hat fall off, that's going to mess the camera up in weird ways.
What you should do, is simply turn the original hat invisible, and use an emitter to drop a second hat that isn't grouped with the puppet at all.
