Not currently, and *possibly* not ever. During early access, there was a web portal you could use to upload audio files, but a few people were abusing it by uploading tons of copyrighted songs.
However, with a 3 pole audio cable, you can play audio directly into the PS4 from a connected device. It's not as easy as uploading, but it's better quality than using a mic.
