Hey,
Soft blend is only available when you're in the Stamp Shape tool. If you're in the Smear Tool, it won't be available.
Once you're in the Stamp Shape tool, open the Edit Shape menu -- you can do this with L1+Square, or click the Edit Shape button on the right hand side of the screen.
You should then find a soft blend slider at the top of the screen. Hope that helps :)
