This is actually a common confusion.
Often people sculpt without colour and then quickly apply colour over the top of the sculpt with the coat tool or with the sculpts tint tweak settings.
Coating or Tinting an object will cover any sculpt level spray paint.
If you ever enter a sculpt to spray paint and nothing is happening it’s likely that that coat/tint has been applied to the sculpt in the tweaks.
Tweak the sculpt and reduce tint to 0
Scope back into the sculpt and start painting the of your spray paint should now be present.
Ting/coat is good on top of spray painted sculpts to apply subtle variation or completely override the sculpt spray paint.
