Unfortunately you can't make transparent sculpts, but you can make transparent paintings.
What you can do is make a rectangular sculpt to use as a surface to paint on, then paint on it using surface snap. Once you're done, delete the rectangle and just keep the painting, and tweak it's opacity, shine and other settings to achieve something similar to glass.
