Is the nose in the same scope as the puppet's head? You can move it between scopes by grabbing it with R2 and then scoping into the puppet with L1+X.
An easy option is to go into Gadgets and find a Bolt to connect the nose to the head. make sure to select the head before the nose when creating the bolt. Enable limits on the bolt and change the angle range to 0 degrees so the nose doesn't swivel.
Also you'll want to tweak the nose sculpt so its Collidable setting is off, as collidable sculpts can cause various issues with puppets.
There's another way you can do involving grouping that's a bit complicated to explain, but I can get into it if you want to understand groups better.
