"Impasto" gives flecks bumpiness and depth, and "Looseness" changes the size of the flecks. You can make the whole sculpt more bumpy by adding Impasto and Looseness in Style Mode. This will let you make an entire sculpt furry, grassy, bumpy, etc.
The Paint Mode tools are very versatile for adding detail and hair and things to specific spots. Go into Paint mode, turn on Surface Snap so your lines conform to the sculpted shape. You can use the eyedropper while the color picker is open to select your paint mode color to match the sculpt's color. The "Impasto" tweak on painted flecks will let you tweak the amount of bumpiness to create the fine hairs you want. Then group that painting together with the sculpt so they can move together, or add other effects like physicality to get hair physics and the like.
