While it's powered, it'll rotate it. While it's not powered it will not rotate it.

So if the rotator is the only thing that's happening for this timing, you could use: timer finished > not gate > rotator power. Or you could use an and gate to make sure it's started and has not yet finished, *then* plug that into the power.

Of you could put the rotator into a timeline (it'll retain the link to the object you attached it to before). While the playhead is in the middle of the rotator gadget, it'll have power. So just drag the right edge of the rotator in the timeline to make it the duration you need.
