I don't know the answer to your question, but my guess is "Egyptian Minor" is a westernized version of a maqam. Middle Eastern music uses quarter steps as well as half and whole steps, so my guess is that "Egyptian minor" is based on that.. Maqams are sort of like scales, but a maqam includes not just the scale but the kinds of melodic movements typically attached to each note in the scale.
