Two methods I can think of:
Keyframes--Add keyframes that place the shark fin at different positions, at the correct rotation. Put all those in a timeline on the same row, with gaps between them. Make them "tween" by hovering in the gaps and pressing L1 + X (this cycles through different tweening "shapes" but you don't have to worry about that). Make sure "smoothing" is enabled in all keyframes, which will make a smooth line linking them together--making it a circle instead of straight lines between each position.
Or if you want a perfect circle, use a rotator. Make an invisible sculpt in the centre of the circle. Group it with the fin. Add a rotator to the central sculpt and fiddle with the settings to get it to rotate correctly. Now the entire group should rotate?
If not, try adding a motor bolt from the central sculpt to the shark.
