You can animate them to fall. The best way i can sughest without testing it is to attach it to a simple cube sculpt then paste a negative cube over it after you attach the painting.
BUT if your aiming for rain style effect theres a tutorial that actually shows you how to animate and tweak strokes into doing what you want, although it doesnt show off the frames feature.
