This is what I tried. Open the tweak menu on your sculpts (in case of a puppet, you need to scope once in and double tap X on the pelvis to select all parts and the tweak with L1+square)
Turn Shinyness to max and Metalness to a higher number 75 or something. Then take the Sun/sky tool and change the sun size to max. It obviously does not look exactly like cell shading but it´s something.
