This even affects sun/sky gadgets that are powered on inherently, like at the start of the scene.

I wanted to use the Sun and Sky gadget to start with everything 100% dark, for a dramatic sunrise. But when you play the scene, it starts at some medium level of sun/sky brightness, and quickly, but noticeably, fades to dark.

Using a Wiper set to dissolve is an OK workaround, but it's not great overall, because it only works well for solid colors (darkness being conveniently black-colored). What if you want the sun to start red? The scene will start at the baseline sun color and quickly fade to red.
