Normally, if you move or rotate enough in a single axis without moving/rotating much in the other axes, it will snap the axis you're moving or rotating in anyway, without an extra button press. So it might allow rotating in any axis at first, but once it figures out you're probably only wanting to rotate it in a particular way, it should snap the rotation to *only* that axis.
