Elements and Scenes are treated differently when it comes to Releasing:
Scenes, which have round shaped icons, can be made Playable (people can see but not remix) or Public (remixable)
Elements, which have hexagon shaped icons, don’t have the Playable option so if you Relase, it’s Public (remixable)
If you want to make an Element be Playable (not Public) then you have to place it in a Scene.
You can’t place a Scene into another Scene, only an Element can be placed into a Scene.
Unlisted just means people won’t see the creation on your profile or find it in a search. If you send someone a Public, Unlisted creation, they can remix it.
