The grid is world aligned, unless you're pressing L1+triangle (If I recall the combo correctly) on objects to move the grid local to said objects.
Local grid aside, the grid dots don't actually move. They just become visible only near where ever you're working.
That said, it would be nice if there was more control over the appearance of the grid. The dots can get in the way at small sizes.
